Its proposed OpenReserve Bank, N.A. has applied to the OCC for a charter and to the FDIC for deposit insurance, aiming to offer lending, deposits, card issuance, payments and settlement to fintechs, digital-asset platforms and businesses. A planned subsidiary, ReserveUSD, would handle GENIUS Act-compliant stablecoin issuance, custody and conversion.
